Quick answer. The average salary in China in 2026 (latest official data, for 2025) is RMB 129,441 a year, or about RMB 10,800 a month, in urban non-private units. The corresponding annual average for urban private units is RMB 71,590, or about RMB 6,000 a month. These are pre-tax wage statistics, not employee take-home pay or total employer cost. Build a hiring budget around the role, city, experience, language requirements and responsibilities, then add employer contributions, benefits, recruitment and any payroll or EOR costs.

How to use official wage data, city benchmarks and role requirements to build a realistic China hiring budget

By Out2China Team

For overseas employers, the average salary in China is only a starting point. Hiring someone who can work directly with headquarters in English narrows the candidate pool. The sections below explain how to match official data to that role, then separate gross salary, take-home pay and total employer cost.

What the average salary in China can tell an employer

This China salary guide starts with a practical question from foreign employers: how much should we budget to hire this person in China? The average salary in China gives useful context, but it rarely answers that question on its own.

To make that decision, first distinguish the groups measured by official datasets. The National Bureau of Statistics, or NBS, publishes separate figures for urban non-private units, urban private units and enterprises above a designated size. The Ministry of Human Resources and Social Security, or MOHRSS, publishes wage percentiles by occupation and job level. Some cities publish their own market wage guides using local survey data.

For that reason, keep the definition attached to each number. For example, an annual average is not a typical offer. A median means half of the observed group earned less and half earned more. A 75th percentile does not mean every strong candidate should receive that amount. It shows where the upper quarter begins in the surveyed group.

Average salary in China 2026 at a glance

The latest national annual wage release covers 2025 and was published by the NBS on 15 May 2026. The figures below are pre-tax annual wages. They include cash wages, individual income tax and the employee portions of social insurance and housing fund contributions withheld by the employer. They do not include the employer's statutory contributions, and they exclude individual businesses and freelancers.

* Calculated from the cited annual figure and rounded to the nearest RMB 100. This is a reading aid, not a separate official monthly statistic.

Reading the foreign-invested average salary in China

However, the foreign-invested average needs a careful reading. The same NBS table reports RMB 146,701 for units funded from Hong Kong, Macao and Taiwan, which are listed separately and are not included in the RMB 164,956 foreign-invested figure. A different NBS table reports RMB 160,671 for foreign-invested enterprises above designated size. That figure uses another coverage group and should not be mixed with the urban non-private series. None of these averages proves that every foreign company should offer the same salary. Industry, city and role mix still drive the company-specific budget.

Average salary in China versus take-home pay and employer cost

For example, a figure such as RMB 164,956 a year is easy to misread. A candidate may assume it is the amount that reaches their bank account. An overseas manager may divide it by 12 and treat the result as the company's full monthly cost. Meanwhile, a recruiter may read it as base salary. None of those interpretations is reliable without checking the definition.

NumberWhose viewWhat it usually meansWhat it does not mean

Total employer costEmployerGross salary plus employer social insurance and housing fund, benefits, recruitment and onboarding, and applicable payroll or EOR feesCannot be calculated by dividing an official annual wage by 12

From gross salary to take-home pay

Under a normal gross-salary arrangement, the employer withholds the employee's individual income tax from gross pay. It is not a second, equal tax that the employer pays on top of salary. If the company promises a fixed net salary or agrees to a tax gross-up, finance must work backwards to a higher gross figure, so the employer's cost rises.

For example, take a contractual gross salary of RMB 20,000 a month. The employee will usually receive less than RMB 20,000. By contrast, the employer will usually spend more than RMB 20,000. The exact figures depend on the city, contribution base, individual income tax, benefits and employment arrangement.

For an initial city-level estimate, use Out2China's China employment cost calculator and social insurance and housing fund calculator. Confirm the applicable city, contribution base and employment arrangement before relying on the result for payroll.

Why an overseas employer should not copy a local salary table

A role can look ordinary on paper and become much harder to fill once the overseas working context is added. Reading occasional English emails is one thing. Running meetings in English, explaining local issues to headquarters, negotiating with overseas colleagues and writing independent reports are different requirements. They reduce the number of candidates who can do the job well.

For a first-pass hiring budget, Out2China applies an initial budgeting allowance of roughly 20% to 30% above the closest local benchmark when the role requires independent English meetings, negotiation or reporting to headquarters. This is a planning allowance that we test against real candidates, not a fixed premium.

Average salary in China by occupation: use percentiles

MOHRSS published Enterprise Salary Survey Information 2025 on 8 July 2026. It reports annual wage percentiles across three different source tables: occupational groups, job levels and digital occupations. Its definition includes base pay, bonuses, allowances, overtime pay and pay in special circumstances. The release lists these components but does not use the term pre-tax, so this guide does not add that label.

National occupation or levelSource table25thMedian75th
Enterprise managers1-1 Occupation64,500100,500178,800

Software testers1-3 Digital role73,90098,800150,500

Therefore, a recruiting team should not copy a percentile into an offer letter. First check whether the survey category matches the work. A bilingual software product manager with responsibility for customer delivery is not the same job as a programmer, even if both sit in a technology team.

Beyond the average salary in China: city and role benchmarks

National data provide orientation, but hiring happens in a local labour market. Candidate supply, industry concentration, housing costs and competing employers can change the range. Local government wage guides can therefore provide better context. Check their survey year and definitions before comparing them.

Shenzhen released its 2025 Human Resource Market Wage Levels and Industry Labour Cost Information on 14 April 2026. It uses 2024 pay data from 4,794 enterprises. The city published a figure only where the sample included at least 20 enterprises and 100 employees. Its annual wage definition includes base pay, performance pay, allowances, overtime and pay in special circumstances. The release does not use the term pre-tax and does not list bonuses separately from performance pay.

Comparing Shenzhen occupations

* Calculated from the cited annual median and rounded to the nearest RMB 100.

This table shows why a single city average is inadequate. In the same city, the median for an international business professional was RMB 113,969, while the median for a software programmer was RMB 215,730. The role definition changed the observed pay by more than the city label did. Shenzhen also reports a higher median for software programmers, RMB 215,730, than for software engineering technical staff, RMB 184,648. Those occupations belong to different categories in China's 2022 occupational classification and come from different sample groups, so the gap is not a calculation error.

Average salary in Beijing for specialist roles

Beijing's official second-quarter 2025 salary report used a monthly pre-tax pay measure that included base pay, performance pay, bonuses, sales commission and allowances, but excluded year-end bonuses, equity and dividends. It reported a median monthly salary of RMB 13,025 for professional and technical talent. The median was RMB 16,567 for the integrated circuit industry and RMB 13,895 for smart and high-end manufacturing. Some AI specialist roles had medians above RMB 42,000 a month.

However, do not compare those numbers with Shenzhen annual figures without adjusting the period and definition. The data period is 2025 Q2, and the public link is a Beijing human resources bureau website repost rather than the report file itself. The example still shows why a company hiring a scarce AI specialist cannot budget from a national technical-staff average.

Minimum wage in China 2026: a legal floor, not a recruiting benchmark

Searches for salary information often lead to minimum wage tables. Minimum wage matters for payroll compliance and some low-paid roles, but it does not show what a capable candidate will accept. The treatment of employee social insurance and housing fund contributions can also differ by locality.

CityMonthly minimumNon-full-time hourlyEffective date and composition
ShenzhenRMB 2,700RMB 25.41 September 2026. The notice excludes overtime pay, special-condition allowances and statutory welfare only. It does not carve out the employee portions of social insurance and housing fund contributions, so these are generally counted within the monthly floor.
GuangzhouRMB 2,680RMB 25.41 September 2026. The notice excludes overtime pay, special-condition allowances and statutory welfare only. It does not carve out the employee portions of social insurance and housing fund contributions, so these are generally counted within the monthly floor.
ShanghaiRMB 2,740RMB 25.01 July 2025. Employee social insurance and housing fund contributions are excluded from the monthly floor.
BeijingRMB 2,540RMB 27.71 September 2025. Employee social insurance and housing fund contributions are excluded from the monthly floor.
HangzhouRMB 2,660RMB 25.01 January 2026. The notice does not carve out the employee portions of social insurance and housing fund contributions, so these are generally counted within the monthly floor.

The hourly figures above are non-full-time standards and are not directly comparable across cities. Beijing's RMB 27.7 includes the employer and employee pension, medical and unemployment insurance contributions. Shanghai's RMB 25.0 excludes both the employee and employer social insurance contributions.

Use the current local rule to test compliance. For recruitment, use market salary evidence instead. Combining the two into one number can produce an offer that is legally above the floor but commercially too low to attract the person the business needs.

Choosing the 25th percentile, median or 75th percentile

The right percentile depends on the role and hiring conditions. Use these distinctions as a starting point, not a mechanical rule.

  • 25th percentile: Consider this for a junior role with standard duties and a broad local candidate pool. Training, a clear promotion path or another valued benefit may help. The role should not require scarce technical knowledge, overseas-market experience or frequent communication with global headquarters.
  • Median: This may suit a fully competent hire who needs no prolonged training. Check that the survey occupation, location, industry and employer proposition reasonably match the job.
  • 75th percentile: This may be relevant for scarce technical, regulatory or sector knowledge; English communication and cross-border stakeholder management; or a demanding start date, travel schedule or availability requirement. A small local brand presence can also affect the search. Building a function, managing risk or carrying additional revenue responsibility may justify a higher position.

Before approving the range, ask the recruiter which requirement pushes the role above the local median. The answer should identify a scarce skill, business responsibility or candidate-supply constraint. 'Foreign company' alone is not a salary methodology.

Hiring scenarios: sales, sourcing and quality

First sales or business development hire.

A headquarters team may describe the role as sales, market development, account management and local representation at the same time. That mixed scope makes public salary comparisons difficult. Separate the fixed salary from commission or target bonus, define whether the person owns a quota, and decide whether the role is expected to build the market or manage existing accounts.

For a first hire, language ability and confidence with overseas stakeholders may carry a premium. A candidate who already has the relevant customer network may also expect a different package from a capable generalist. The company should test the range with live candidates before treating a published median as the final budget.

Sourcing, procurement or quality.

Manufacturers often need someone who can visit suppliers, read specifications, communicate non-conformities and report to an overseas team. A procurement coordinator, supply chain engineer and quality management engineer are different jobs. The salary budget should follow the work, not the convenient title used by headquarters.

Travel frequency, technical documentation, audit responsibility and the authority to accept or reject work can materially change the candidate pool. Shenzhen's official medians provide useful local anchors for procurement and quality roles, but a specialised electronics or medical-device brief may sit above the general occupation range.

Software and AI hiring budgets

Software engineering.

Technology pay varies sharply by skill, product stage and employer. Searches for ‘software engineer salary China’ often compare figures that use different labour markets, survey groups and periods. The national MOHRSS median for programmers was RMB 129,300 a year, while Shenzhen's local median for software programmers was RMB 215,730. These figures are therefore not contradictory.

The company should specify the programming stack, seniority, product ownership, English requirements and management expectations before benchmarking. A broad request for a 'developer in China' will produce a broad and unreliable range.

AI data, evaluation or LLM engineering.

An AI hiring brief may combine designing evaluation tasks and data for AI models with work alongside AI coding tools. A general software-engineering median does not show how many candidates can cover that full scope. Separate the required tasks, decide which skills are essential on day one and compare the role with the closest verified occupation and percentile evidence.

In addition, the interview plan affects the budget and timeline. A role that requires practical evaluation design, technical documentation in English and direct work with an overseas research or product team needs a clearer assessment process than a general developer search. Until a role-specific official source is available, use candidate evidence to test the range rather than publishing an unsupported AI salary figure.

A China manager or function lead

A manager may be hired to supervise a team, establish a function or act as the only senior representative in China. Those are not equivalent responsibilities. Confirm the reporting line, budget authority, hiring authority and commercial accountability. Then choose the closest occupational and job-level data.

A foreign company should also decide whether it is buying leadership experience or simply attaching a senior title to an individual contributor role. Inflated titles can distort salary comparisons and create an unclear career path after the team grows.

What can justify a higher offer?

The initial budgeting allowance discussed earlier applies only when independent English communication materially narrows the candidate pool. Therefore, do not add it mechanically to every factor below. If a recruiter recommends a higher budget, the explanation should come from the role and current candidate feedback, not a vague foreign-company premium.

  • Bilingual communication and the ability to explain local issues to an overseas team
  • Experience with the employer's industry, customer type or regulated product
  • A small local team that requires the hire to work independently and cover several functions
  • A role based in a high-pay city or a specialised local industry cluster
  • A short recruitment deadline or limited flexibility on location and working arrangements
  • Revenue, people-management or compliance responsibility beyond the market benchmark role

Some candidates may value a global career path, meaningful responsibility or direct access to senior leadership. However, those factors should not substitute for a credible salary, even if they improve acceptance. The hiring team needs to test the whole proposition with the people it wants to recruit.

From salary range to the cost of hiring in China

To complete the budget, separate employee cash pay, employer costs and one-off hiring costs in the budget.

Budget layerWhat to includeQuestions to settle
Fixed cash payMonthly gross salary, fixed allowances, guaranteed paymentsIs the quoted number monthly or annual? Are there 12 or more salary payments?
Variable cash payTarget bonus, sales commission, performance paymentsWhat triggers payment? Is it target, guaranteed or discretionary?
Employer statutory costEmployer social insurance and housing fund contributions under the applicable local rulesWhich city, contribution base and entity or employment structure apply?
BenefitsCommercial insurance, leave above statutory entitlements, wellness or transport supportWhich items are necessary to compete for this candidate pool?
Hiring costRecruitment, interviews, checks, onboarding and equipmentIs the cost one-off, recurring or linked to successful placement?
Employment administrationPayroll, EOR or other service fees where relevantDoes the company have a suitable local employer and payroll process?

A practical seven-step budgeting method

  1. Write a one-page role brief. State the outcomes, reporting line, location, travel, language and technical requirements.
  2. Choose the closest official occupation and city evidence. Record the survey period and whether the figure is monthly, annual, base pay or total cash wages.
  3. Select a preliminary position between the 25th, median and 75th percentile. Write down the reason for the choice.
  4. Check the range with current candidate conversations. If candidates reject it consistently, review the role or budget instead of changing job titles.
  5. Separate fixed salary from bonus, commission and allowances. Give finance a clear view of guaranteed and performance-linked cash.
  6. Model employer contributions and administration under the chosen city and employment structure. Do not apply one national percentage to every city.
  7. Set an approval range and review point. Recheck the data if the search takes several months or the role changes during recruitment.

How the employment structure affects the budget

The average salary in China cannot tell you how to engage a particular hire. The company may hire through its own Chinese entity, use an employer of record (EOR) for an appropriate role, or purchase a genuinely independent service. Each route has a different cost and responsibility model.

If the business is still deciding whether it needs an employee, read Can foreign companies work with independent contractors in China. If it needs an ongoing employee role but lacks a suitable local entity, review Out2China's employer of record services in China. The structure should follow the work and the parties, not a desire to make the salary budget look smaller.

Checking an average salary in China benchmark with a recruiter

  • Which recent roles or candidate conversations support this range?
  • Does the range refer to base salary, annual cash compensation or total employer cost?
  • Which city, industry, seniority and language requirements are included?
  • What candidate requirement moves this role above or below the local median?
  • How much of the package is guaranteed, and how much depends on performance?
  • What trade-off would widen the candidate pool: location, scope, experience, language or start date?
  • When should the range be reviewed if the search is not producing qualified candidates?

A China recruitment agency can help turn the budget into a role brief, candidate search and offer process. If this is the company's first local hire, start with How to hire your first employee in China.

Before you approve the budget

  • Define the role before choosing a benchmark
  • Use a local or occupation-specific percentile where possible
  • Keep the source year, publication date and pay definition with every figure
  • Do not use minimum wage as a market salary
  • Separate base salary, variable pay and allowances
  • Add employer statutory costs, benefits, recruitment and administration
  • Check the range with current candidates before final approval
  • Review the package when the role or recruitment timeline changes

FAQ: Average salary in China: definitions and pay periods

What is the average salary in China in 2026?

The latest NBS release on average salary in China covers 2025. It reports RMB 129,441 for urban non-private units and RMB 71,590 for urban private units. These are broad annual averages, not recommended offers. A hiring budget should use the closest city, industry, occupation and seniority evidence.

Are salaries quoted monthly or annually in China?

Employers and candidates often discuss monthly gross salary, while official surveys may publish annual wages. Ask whether an annual package assumes 12 salary payments and whether bonus, commission or allowances are included.

Is the official average salary before or after tax?

The cited NBS annual wage figures are pre-tax. The NBS definition includes individual income tax and the employee portions of social insurance and housing fund contributions withheld by the employer. The MOHRSS and Shenzhen releases list pay components but do not use the term pre-tax.

Is the annual salary in this guide take-home pay or total employer cost?

Neither. The NBS figures are pre-tax wages. Other sources in this guide publish annual or monthly cash compensation under their own definitions. Employee take-home pay is lower after employee social insurance, housing fund, individual income tax and other applicable deductions. Total employer cost is higher because it also includes employer statutory contributions, benefits, recruitment and any applicable administration fees.

FAQ: Average salary in China and minimum wage

How much more do foreign companies pay in China?

There is no universal premium. The NBS reported an average annual wage of RMB 164,956 for foreign-invested units in 2025, but that group has its own mix of locations, industries and skilled roles. The role and candidate market should explain the final range.

Should we use the median or average salary?

Use both only when their definitions help the decision. A median often gives a better picture of the middle of a skewed market. Percentiles are more useful when deciding whether a role should sit below, near or above that middle.

Does minimum wage include social insurance?

The answer depends on the local rule. Shanghai and Beijing expressly exclude the employee portions of social insurance and housing fund contributions from the monthly minimum. The Guangdong notice covering Shenzhen and Guangzhou and the Hangzhou notice contain no such exclusion, so those employee portions are generally treated as part of the wage compared with the floor. Check the applicable city rule before calculating it.

FAQ: Budget approval, payment and review

What should a China salary budget include?

Include fixed salary, expected variable pay, employer statutory contributions, benefits, recruitment and onboarding. Add payroll or EOR fees if the chosen structure requires them. Keep one-off and recurring costs separate.

Can we pay a China employee from overseas?

Cross-border payment does not by itself settle the employment, payroll, tax or social insurance arrangement. Identify the employer and applicable local process before choosing the payment route.

How often should salary data be updated?

Review the figures at least annually and again if the search runs for several months, the role changes or candidate feedback consistently falls outside the approved range. Record both the data period and publication date.

Can a recruiter confirm the final salary before the search begins?

A recruiter can recommend a working range from market evidence and recent searches. The final package may still change after the company tests the brief with qualified candidates and decides how it values experience, start date and variable pay.

FAQ: Employment costs and contributions

How do social insurance and housing fund contributions affect employer cost in China?

Employer contributions sit on top of gross salary, while employee contributions reduce take-home pay. The applicable contribution bases and rates depend on the city and employment arrangement, so a salary figure alone cannot show total employer cost. Use the social insurance and housing fund calculator for an initial city-level estimate, then confirm the rules that apply to the employer and employee.

How much does it cost to hire someone in China?

Start with the approved salary range, then add expected variable pay, employer social insurance and housing fund contributions, benefits, recruitment, onboarding and any payroll or EOR administration fees. The seven-step method above explains how to build the budget. Use the China employment cost calculator for an initial estimate of recurring employment cost.

Important data note

This guide supports early budgeting. The NBS and Beijing sources explicitly describe their figures as pre-tax. The MOHRSS and Shenzhen releases list the pay components but do not use that term. Official salary datasets also have different coverage and time periods. They do not replace a role-specific market check, payroll calculation or professional review of the employment arrangement.
